You can find Ronnie at West Mall Station near the embellish stores. Next, you can visit the northside knights zone where you may find Ronnie near the 2K Sports Sign.
Next, locate the South City Vipers zone which is on the southwest side of The City. Find him in the place where there’s a wooden sign. The next location of Ronnie is the northeast side of Knights Station. These are all the 4 locations where Ronnie spawns in the City of NBA 2k23.
How to Complete the Rebirth Quest in NBA 2k23?

Find Ronnie at knights station with an Overall 65 rating in NBA 2k23. Interact with Ronnie who is in a pink outfit, and get your first T-shirt reward. Next, board a train and travel to the West Mall, find Ronnie near the Finders keeper shop, and get the spawning ability as a reward from him, this gives you access to travel anywhere in the City. For the second reward, you must reach an Overall Rating of 75.
Next, you have to find Ronnie at his third spot with an Overall Rating of 88. Visit North Station, move to North Side Knights Zone, find Ronnie and get an amazing reward that allows you to roam around the City with shirts off. This ability is called a Shirtless ability.
The final Ronnie location is at the Vipers in South City. Your Overall Rating should be 90 for this, find him near the wooden sign. Meet him, and get full access to NBA 2k23 Rebirth features.
