Brown attended Centennial High School in Las Vegas. He started playing for Las Vegas AAU coach DeDan Thomas when he was in the fourth grade. When Troy Jr. and his teammates used to compete in California and Arizona, they had to travel great distances. While watching a men’s league game at Club Sport in Henderson, Nevada, Brown Jr. had his first experience with sports.
Thomas, his coach, knew that he had just started seventh grade. Because of how well he played, he was approached by fans who wanted to know his age after the game. Brown Jr. was then a player for Anthony Brown’s Las Vegas Prospects. From the eighth grade through high school, he was a part of them.
On November 7, 2016, he agreed to join the Oregon Ducks. Before his freshman season, he had established himself as one of their top prospects, and he maintained that status throughout his college career.
November 10, 2017, Brown made his collegiate debut, scoring 18 points in a win over Coppin State University. He had 17 points, 9 rebounds, and 4 assists three days later in a win over Prairie View A&M University.

Brown was a member of the Capital City Go-Go of the Washington Wizards’ G league (minor league).
He was asked to be the primary creator, as he had been in college. He averaged 17 points per game while shooting 49 percent from the field.
However, as the Washington Wizards’ starting small forward, he averaged only 7 points on 43 percent shooting. He played every second of the season’s 274 minutes with either Ish Smith or Isaiah Thomas.
